Jersey County Board To Vote On Fee Increases Tonight

JERSEYVILLE - Tonight's agenda for the Jersey County Board meeting lists numerous topics that will likely have great effects on the county residents for a very long time. 

The push to increase fees on most all transactions that impose a fee was in large part due to to title company lobbying state legislators to impose a known fee for closing purposes. This has created an opportunity for fees to be looked at in all areas, not just the recorder's office. This need to satisfy the state legislation resulted in a search for an entity to engage for a "fee study". 

Bellwether LLC was selected as the "low bidder" for the project but has been paid significantly more to date than the initial bid submitted. Bellwether will be at tonight's meeting to justify the fees proposed by their study. No community input or long term economic impact study has been undertaken by the board to assist in this process. The process, from documents available, is not completely transparent and the study suggests raising fees in certain instances to what others pay as opposed to what actual costs may be for a particular service. This may not meet the statutory requirement in the legislation that must be met.

Another topic this evening will be a presentation regarding the intermodal project that Jerseyville will seek to annex and place into a TIF district. At the most recent road and bridge committee meeting, county engineer Klasner was asked why there was no bid process when selecting Henegan to provide services for Range Line Road improvements that will need to be done to allow the semi truck traffic to enter and leave the proposed intermodal site. Klasner replied that they did not have to.

Don't miss the meeting tonight. It should be quite informative. The meeting begins at 7 p.m. in the county annex auditorium.
